Richland Security Services Ltd (RSS) is proud to announce a senior leadership opening for a Human Resource Manager. This pivotal role will shape and deliver our people strategy, ensuring statutory compliance, fostering industrial harmony, and embedding data-driven HR processes across our nationwide security operations.
Role Overview
As HR Manager, you will partner directly with the team to:
- Provide strategic HR leadership that supports RSS’s growth objectives.
- Uphold 100 % compliance with Kenyan labour laws, ISO 9001:2015 standards, and internal policies.
- Cultivate a high-performance culture through robust recruitment, performance management, and development frameworks.
- Leverage HR technology to drive efficiency, accuracy, and insightful reporting.
Primary Responsibilities
1. Legal & Compliance Stewardship
- Guarantee adherence to the Employment Act, subsidiary legislation, Wage Orders, and related regulations.
- Represent RSS in labour-office conciliations and court proceedings, liaising with external counsel.
- Review and update employment contracts, HR policy manuals, and codes of conduct to reflect statutory and ISO requirements.
- Lead quarterly HR compliance audits and report risk-mitigation plans to executive management.
2. Industrial & Employee Relations
- Lead collective-bargaining negotiations and manage union relationships to minimize disruptions.
- Chair disciplinary and grievance hearings, ensuring fairness, due process, and timely resolution (≤ 30 days per case).
- Serve as RSS’s liaison with the Ministry of Labour, PSRA, and union representatives.
3. Talent Acquisition, Development & Retention
- Oversee end-to-end recruitment for guards, control-room staff, supervisors, and corporate functions, meeting monthly staffing targets.
- Ensure 100 % completion of induction and compliance training via the RSS Training School.
- Implement and manage our performance-management cycle—probation, quarterly reviews, and annual appraisals.
- Design workforce- and succession-planning matrices to identify high-potential talent and critical-role successors.
4. HR Operations & Digital Transformation
- Optimise HRIS modules (payroll, leave, attendance, medical, pension) to maintain data accuracy ≥ 99 %.
- Drive process improvements (e-filing, e-signatures) to reduce HR turnaround times by ≥ 15 %.
- Coordinate with Finance on error-free payroll inputs by the 23rd of each month.
- Maintain secure, up-to-date personnel files in compliance with the Data Protection Act.
5. HR Metrics, Reporting & Budgeting
- Produce monthly HR dashboards covering headcount, turnover, training hours, and disciplinary trends.
- Develop and manage the annual HR budget—staffing costs, training, welfare, and HRIS licences—with variances ≤ 5 %.
- Lead internal and external HR audits, closing non-conformities within agreed timelines.
6. Operational Partnership & Field Support
- Collaborate with Operations to monitor guard deployments, transfers, and uniform issuance, ensuring client SLAs are met.
- Implement welfare and recognition initiatives to reduce staff attrition below industry benchmarks.
Essential Qualifications & Experience
- Education: Bachelor’s degree in Human Resource Management or related discipline.
- Professional Registration: Active member of IHRM with a valid practising certificate.
- Experience: Minimum 5 years in senior HR management within a fast-paced environment; private-security sector experience highly desirable.
- Proven expertise in Kenyan labour law, dispute resolution, union negotiations, and HR policy formulation.
- Track record of implementing performance-management systems and HR technology solutions.
- Advanced proficiency in HRIS, MS Office Suite, and data-analytics tools.
- Outstanding leadership, negotiation, analytical, and interpersonal skills.
- Unwavering integrity and discretion in handling sensitive, confidential information.
